About the council

A council formed to give Bataan a voice in technology.

The council began in 2014 as the Balanga ICT Council. It has since grown to serve the whole province as convenor, co-organizer, and private-sector representative in Bataan's technology programs.

The framework

Three priorities, one direction.

Provinces outside Metro Manila are often left to wait for technology to arrive. The council takes a deliberate path instead. We attract capability into Bataan, build on it at home, and then lead beyond the province with our own people and ideas.

The priorities work as one cycle. A national summit hosted in Balanga creates the relationships a local startup program depends on. A strong local program gives Bataan something worth presenting abroad. What we gain abroad returns to shape the next cycle.

Attract

Bringing the region to Bataan.

We bring national gatherings, new technology, and experienced collaborators into the province. Hosting these moments puts Bataan's institutions in the same room as the country's technology leadership and gives local talent direct access to them.

  • 19 Jun 2026

    Bataan Startup Ecosystem Mixer

    PUP PYLON TBI, Sip and Scale Bataan, KloudTech, and SCALE NCR joined the council in Balanga, with support from DOST.

  • 21 to 23 Nov 2024

    16th NICP National ICT Summit

    Co-organized with the National ICT Confederation of the Philippines, DICT, and the City of Balanga. ICT councils from across the country met at the Bataan People's Center.

  • 24 Jul 2024

    Digital Cities 2024

    The council worked with the City of Balanga and DICT on the effort that earned Balanga a place among the Digital Cities 2024. The recognition was conferred in Cebu City.

  • 26 to 28 Oct 2022

    Global Blockchain Summit and CLICKCONEX 2022

    The first Global Blockchain Summit was held at the Bataan People's Center, followed by CLICKCONEX 2022 at the Crown Royale Hotel in Balanga.

Build

Strengthening the foundations at home.

Technology takes root only where the foundations are in place: sound policy, capable institutions, a skilled workforce, and a steady pipeline of startups. Most of the council's work happens here, usually alongside the Provincial Government of Bataan, the City of Balanga, TESDA, and Bataan Peninsula State University.

  • Jul 2026

    TESDA Bataan collaboration

    Joint work with TESDA Bataan on MCC and enterprise-based education and training (EBET), carried out through the council's seat on the Provincial Technical Education and Skills Development Committee.

  • 2024 and 2025

    Bataan Startup Day

    The first edition, on 29 November 2024, presented the 1Bataan Sandbox Initiative. The second, on 27 and 28 November 2025, drew more than 400 participants and 13 startup pitches, with the DICT STEP UP Central Luzon Demo Day on the program.

  • Oct 2025

    Balanga Kahanga-Hackathon 2025

    The council partnered with the City of Balanga, DICT, the Development Academy of the Philippines, BPSU, SIKAT, the 1Bataan Innovation Council, and Converge ICT. ScrapZero placed as first runner-up.

  • 26 Aug 2025

    National standards for AI literacy

    The council took part in the DICT Region 3 public consultation on national ICT competency standards for artificial intelligence literacy.

    Sip and Scale Bataan

    A series of founder conversations supported by the council. The series marked its first year at MSpace on 15 August 2026.

Lead

Taking Bataan to the world stage.

We take Bataan's founders and institutions into national and international networks. There they learn current practice, meet partners, and reach new markets, and Bataan is seen as a contributor rather than only a host.

    Echelon Philippines 2026

    The council was a community partner of Echelon Philippines 2026 at SMX Aura. The conference carried the theme Age of the AIpreneur.

  • 19 to 21 Jun 2026

    CLICKCONEX 2026

    Dr. Roneth B. Santos represented the council in Naga City and joined the leadership dialogue on good governance for smart cities.

  • 28 to 31 Oct 2025

    Singapore mission

    The council joined the Plug and Play APAC Summit and SWITCH 2025. SLINGSHOT 2025, held during SWITCH at Marina Bay Sands, was part of the same visit.
